S Tier: Charge Overpower, HotA Overpower, Upheaval Overpower
Starting from the S tier, Charge Barb is one of the strongest Barb builds in the game, it has pretty good utility with the cooldown reduction, you are getting cooldown from charging around, and you don't have to charge into a wall anymore. Charge skill gets massive buffs, the base damage increased by 900%, and Enhanced Charge terrain impact damage increased by 150%. This is going to be a strong leveling build in D4 S3. You can use the charge whenever you can.
For the next meta build, we have the HotA (Hammer of the Ancients) Barb, it is still powerful even after getting damage nerfed, we are going to have the Marshal Glyph in Season 3, it reduces the cooldown of every non-Shout skill by 4 seconds, this is a tremendous buff to all Barbarian builds in the game. For example, if you have three charges you can reduce it by 12 seconds, essentially having no cooldown on charge at all, this is insane for the Barbarian class.
Another S-tier Barb build is Upheaval Overpower, they added a new item - Sundered Ground Aspect, what this does is that every 25 seconds, Upheaval is guaranteed to Overpower and deals 10-20% increased damage, this timer is reduced by 4 seconds when Upheaval Overpowers a boss or an elite enemy. You can have multiple overpowers and can probably reduce cooldown down to zero if you are fighting Elites. Combine it with other Diablo IV gear, you are able to get guaranteed overpower, guaranteed crit, and finally more damage.
A Tier: Death Blow, Double Swing, Rend
The first A-tier Barbarian build is Death Blow, it also benefits from the Marshal cooldown reduction, a big problem of this build was always its cooldown, the Death Blow Barb is going to be a top-tier build in this season.
Moving on, Double Swing is still a good option in Season of the Construct, with no changes. Then Rend Barbarian receives a decent buff to Gushing Wound, it's mainly a part of charge, so if you want to play the bleed version, it’s recommended to play Charge main and use the Ring of the Ravenous to then scale your bleed up.
B Tier: Frenzy, Leapquake, Whirlwind, Kick
At B tier, Frenzy Barb gets some buffs, but those seem not enough to make it one of the top builds in the game, considering others like Stormclaw Druid and Arc Lash already are good builds and they get these buffs as well, Frenzy was kind of weak and just be okay now. Leapquake benefits extremely from the Marshal glyph and also gets buff. Whirlwind is already one of the weakest builds and got nerfed again, it's not strong and not recommended to play in S3. Kick got a bit of nerfs, they changed the charge aspect, and they moved some multipliers from Veteran Brawler to charge base. Melted Heart of Selig will double all stats, the core skill damage changed to movement speed and it's going to have 100% damage while healthy additive and it's also going to give you 60 maximum resources which is good for Kick Barb.
C Tier: Thorns
Lastly, we have Thorns Barbarian ranked at the C tier, no changes are coming into it, and it is still weak.
Overall, Barbarian is looking good in Diablo IV Season 3, if you are always playing this class, Charge HotA and Upheaval Barb builds are going to dominate this season. Lightning Storm Druid can compete with them.
